@Fleyeing: it works like this: You reply to the refusal email. The message goes to a "senior" who will be checking the file along with the reason PLUS your email' statement and explanation.
If he believes it's an accident, the file is approved and the editor notified about the mistake. You may or may not receive additional explanation.
If the review was correct, the email is forwarded to the editor. He may approve the file or keep his initial decision (in which case you will receive an email). If you think the explanation doesn't clarify, you need to tell him why. Going to a "senior" because you believe the answer was "canned" will not help the editor understand why it was canned. Of course, as a last resort, you can ask him to escalate your email to another editor. But that's after you discuss with him. A "senior" will not read his brain, the editor is the one who can explain best why he refused it.

But to make the answer visible to other users too, all replies to the refusal emails follow a path, they don't reach the editor directly. Sometimes a second review is given, sometimes a separate reply is provided. If you feel the response was "canned" why not reply and ask the editor for more info? posted in Contacting senior support.
